France 1998

Gents, I know someone will know the answer to this.....I am going to try and put together a loose set of France 1998 and have bought a batch of 20 foils. Half have blue backs and half have black. Presumably these different editions were released in different parts of the world. Can anyone give me some more info?

Steve i am not entirely 100% but im sure the blue-backed stickers from this edition are from South America. Im a total stickler for these kind of things so when trying to gather a loose set together they all have to have the same coloured backings lol
