suspicious activity and payment for item

Hi, I just sold a heavy hifi item for over £100. The final bidder was allowed to retract their bid with the explanation that they entered the wrong amount. Yeah, right. So how come there were lots of bids from them throughout the day today, competing with another bidder?  I smell a rat. To top it all, the winning bidder (someone else who hadnt bid till near the end) is located in Kenya. Why do I smell another rat?

The item was sold with simple delivery so surely this only covers postage within the UK? The item is yet to be paid for so what are my options to offer second chance offer to the next highest bidder and how do I do this as there is nothing obvious showing in my Ebay.

Thank you in advance.

It's always annoying when a buyer retracts a bid - I always add such bidders to my blocked bidders list.

Your item is set up to send to UK only so it is likely your African buyer will want the item sent to a UK address.

If that buyer pays, and it is a UK address - most likely a freight forwarder - there is no reason not to sell to the successful bidder.
