sending potential buyers offers

Over the last * 9 months ive probaly sent offers to at least 300 potential buyers
generally beetween 15 % and 20 % reduction
some of them with multiple " watchers
nothing ever comes from theses  
Does  it work for you or is it just me

Well it works, sort of, I find only about 1 in 10 actually lead to a sale.

Cannot understand why so many watchers are just that, not really interested and no intention of buying.
