Buyers cannot cancel orders.   They can request cancellation but the seller has to implement it.   You wouldn't pay any fees if they cancel.

It looks like he is trying to pressure me to cancel because my winning bid wasn't what he hoped to get for his listing

You can ignore him but unfortunately he cannot be forced to send you the item.   Obviously if he doesn't he must refund your money.    If not you should open a "not received" case after the estimated delivery date has passed.

You could be right.

refuse to cancel and say that you want the item at the winning bid, in accordance with eBay policy.

If you pay [or have paid] the ball is in the sellers court.
