seller not sending purchase, lots of excuses

I bought a coat I really like. The seller has not sent it...I think they expected bidding to go much higher. They use excuses of being on holiday, will send tomorrow, etc. There are quite a few messages back and forward. I bought it 11 days ago. Now they are offering a refund but I want the coat. This is actually the second time they have listed the coat I believe. What can I do? I have kept the conversations polite and so has she. Can someone help with this?

It's bad selling, but you cannot force them to send the coat however,  you need to be careful as you can time yourself out from receiving a full refund under eBay's 30 day MBG policy.

 

As it's obvious they will not be sending the item, proceed this way.

 

Go right of the item purchased,  and from More Actions select....  I Have Not Received My Item.

If you are not fully refunded within 3 days,  you must escalate the case on day 4 or within 30 days from opening the case,  and eBay will step in and force the refund.

Do not close the case early for any excuse or promise the seller may give,  and do not forget to escalate.
 
Leave appropriate feedback but mention nothing about any case or refund something like..... I was very disappointed the seller did not honour the sale after the auction finished.
