purchase a new phone and tracking number doesn't work,  contacted seller who even though gave tracking details with number that doesn't exist said he is posting next day.  3 days and still no working tracking,  upon reading feedback he's sold Same phone over and over.  why do you have to wait for refund when clearly a scam. also why don't scammers get barred ?

eBay work on cases,  if enough cases are opened for the same reason it will raise a red flag to eBay, and they act with selling sanctions,  or even a complete ban.

In your case wait a reasonable time after the item's last estimated date for delivery as those dates are just estimates,  if it doesn't arrive open that case for item not received.
