return refund

seller had until today to respond to refund request but as yet hasn't

what are my options

By refund request do you mean a cancellation request?  Then, a seller does not have to agree to this.

Or, is this a returned item  for a refund?  If this is day 4 with no refund,  then the option to escalate it will appear sometime today. 

Cases are timed to the second , the option to escalate will appear exactly when 3 days have passed from when you opened the case.

The problem is my wife ordered the item as a guest so it doesn't appear in my purchases , but I have talked to an agent at e bay who said the seller had until today to respond but now I don't know how to proceed

Thank you for that extra information!

This link explains how to proceed when purchasing as a guest as your eBay account is not used to buy the item the process now is different the account not used.
