There is not a limit to how many items a private seller can list.
Private sellers get 300 free listings a month, but can have additional listings if they pay a fee to list.
For private sellers, buy it now listings relist automatically so, over about 3 years, a seller could accumulate 10.000 listings by only using free listings.
Some sellers using private accounts, particularly in categories such as stamps and postcards, do seem to have enormous private collections.
However, having 10,000 items listed does not necessarily indicate a business seller.
Sellers with dozens of handmade items, or 20 brand new pairs of shoes probably should be business sellers. A fanatical collector with thousands of vintage postcards collected over decades could be a genuine private seller.

Even when unregistered business sellers are reported, ebay don't seem to care!

Its a waste of time trying to get an answer off a specialist as they just pass you from one agent to another normally with Asian names .
They are specialists in transferring you to another agent and thats it , they havnt a clue.
