item not recieved

my wife ordered and paid for an item on ebay as a guest.

She recieved notification fro the courier that it had been delivered and had been left outside (in rain) on porch step.

It wasn't there and we checked neighbours but to no avail.

She contacted seller and they said because it had been noted as delivered they couldn't help, I said as a seller they were responsible.

As  guest she is finding it difficult to start a case with ebay .

Apart from phoning ebay what other action must she take.

However, if the item is shown as delivered and the tracking confirms this, Ebay will not expect the seller to refund.  There is no need to phone Ebay.

Unfortunately, doorstep theft is increasingly common.  The payment provider may be able to help.
