a sold item was not delivered by the post office, i was paid by ebay, a refund to purchaser was issued, do i have to comtact post office to claim compensation

IF the item was sent simple delivery you should need to do nothing. The refund issued to the buyer should have come from eBay's own pockets as it was an INR. (assuming they opened a case to this affect and you haven't refunded them off your own back?) - You need to clarify.
You cannot claim compensation for the item being lost if sent simple delivery - the contract is between ebay and the carrier not you.
Secondly the Post office don't deliver, it is Royal Mail who do and these are two separate companies.

was it the baseball cap?
If so eBay should have refunded if you used the simple delivery label and you will keep the payment so no need to claim compensation.

If eBay refunded the buyer from your balance or backup source you will receive the full payment that you would normally have received as long as you used the eBay provided label.
There are no fees for private sellers as long as you don't use ad promotions,reserves or other chargeable upgrades.
