ok i have received an empty envelope from Global shipping, the magazine is missing, no tampering with envelope that i can see.  Its giving me 2 options  "ITEM NOT ARRIVED "  but just says delivered as it knows, or "return item" which i cannot do as i dont have it

You have to open a  return and if necessary send the packaging back (the seller will have the option to issue a refund without return).   As you say, a "not received" case is impossible because of the tracking.

But was sent through g;obal shipping , surely they are supposed to open, check , repackage and send to me , how can they be dumb enough to send nothing

Whether they are or not,  you still need to open a case for item not as described.

It doesn't matter how or where the magazine went missing. You need to open an "item not as described" case under eBay's money back guarantee, as previously advised. 

It will be interesting to see how eBay responds. When items are "not as decribed" this is normally the responsibility of the seller, even when using thr GSP. However, as it was sent through the GSP eBay shouldn't be able to suggest that you just sent an empty envelope.

Let us know how it is resolved and ask here again if any problems.
