I do not understand why I cannot pick ROYAL MAIL COLLECTION, as a service, I need to get a bus to the post office, and it takes time, and what is worse is the poor people who have walking difficulties
That is far worse, I can see a lot of people leaving eBay,
AND
Someone asked me for a price on an item I was selling I told them £100.00. They sent in the offer, but it was less than £100. They told me they had sent it for £100, so I checked with eBay, and they told me they had taken it off the buyer's protection fee, and if I wanted £100, I would have to ask for more than £100

In the delivery details section of the listing form select Postage only and then select the Royal Mail service you wish to use.
Type in the postage cost.
As regards buyer protection fees, if a seller accepts an offer then the fee is going to come off of that; they are, in effect, paying the buyer protection fee part.
If the seller makes a counter offer then the buyer pays the fee on top of the counter offer price.

Can you not buy a label from Royal Mail's website and selection collection?

If you buy your label from eBay you can book a collection on the Royal Mail site
https://www.royalmail.com/collection?
You may as well go direct to RM to purchase and book your postage and opt out of simple delivery

No idea, why not ask ebay?
We are not privy to any of ebay's reasoning.
