My buyer and myself are at our wits end trying to get eBay to grasp our situation.
My buyer collected the item. He did not have a buyers code. He paid eBay but they will not pay me. eBay says he has requested a refund but he has not. eBay want me to provide tracking details but it was collect only. We are just going round in circles with no solution on sight.
eBay keeps pressing me to resolve the matter but there's nothing I can do. eBay is the problem. My buyer and I are happy with each other but we cannot complete the purchase.

Ask your buyer to search for that code, was it listed as a collection item? Then, they will have this code. Search emails even Spam and eBay messages. They can then send you those numbers to manually enter alongside item collected.
If they do not have this code, but paid correctly through eBay checkout, you will receive your money, but it will be held for a minimum of 14 days.
Has your buyer asked for a refund in error? Check your messages if a case has been opened.
If it has the buyer must close this. If there is no case showing, then CS gave you wrong information, happens often, that a refund was requested, but do check there is no case outstanding, the buyer may have opened one in error, and only they can close this.

I don't know how buyers are supposed to proceed in missing collection code cases.
They can't claim "item not received" as the seller will can provid tracking proof of delivery to the address they requested. Neither can they use any form of return procedure, as they don't have the item to return.

If neither of you do anything at all, then eventually you will be paid but this may take several weeks.
If Ebay insist that your buyer has requested a refund, then it seems they may well have opened a case, even if it is in error.
The simple solution would be for your buyer to check if they have an open case - copy and paste the link below for your buyer.
If they do have a case, they can close it and expedite the release of your funds.
Have they left you feedback?
Again, that would be confirmation they have the item and they are happy with it.
Sometimes, if Ebay can't or won't sort something out, you just need to do it yourself!
