eBay and import tax

I recently bought a coin from the US. eBay  automatically charged 20% import tax while the correct rate is 5%. I've already put in a claim to eBay but the response has been - well I'm still waiting. Has anyone else encountered problems of recovering excess tax from eBay and, if so, how did they resolve the issue?

I don't think ebay's system can differentiate between different rates of import tax and they won't do a refund.

At least I have never seen it happen.
