eBay ‘Recovering’ funds (for money I didn’t receive) ?

So, a buyer purchased 2 items from me (1 x Medium & 1 x Small). The buyer paid postage using Simple Delivery. The smaller item was able to be sent with the medium item. As the seller pays the Simple Delivery fee to eBay, I don’t see the money. So if I don’t use the label, then surely the funds should be returned to the buyer ? If not that’s theft by eBay… now eBay are recovering the fee from me, so have the funds twice !!! Surely this isn’t right ?

If buyer paid postage they should receive a refund for an unused label in 30 days.   If you had free delivery on your listings then you pay postage and would have to apply for refund for an unused label (but only if the item is sent by trackable postage).
