No general tech issue although feedback does get glitchy from time to time, and seemingly more so on the app or mobile browser.
If you can switch to a PC / laptop and try Chrome seems to be less issue there.
Or, scroll down your feedback profile page to the link... Leave feedback and try from there.
There are 60 days to leave feedback, so it may just be a case of trying on another day.
