Where is the option to opt-out of ‘Simple’ delivery for low cost small items?

I see that I am not the only person who is sick and fed up with this so called ‘Simple’ delivery, which causes me to have to pay far more for postage than was the case before. eBay state that items under £10 that are letter sized (in selected categories) can be exempted, but I cannot find this option anywhere when I list items - and I’ve looked and looked for it. Can anyone help? Thanks.

It's only available in certain sub-categories, eg. bookmarks, not books.     I just did a dummy listing for a collectable postcard and as soon as I put a price of £1 in I got the custom postage option.

The categories are in FAQs on here:

click on "Which listings aren't required to use Simple Delivery?"

I list in collectibles, yet never get this option when I list a ‘buy it now’ item below £10. It’s so infuriating. Today I had to pay £2.72 ‘simple delivery’ when even simpler normal Royal Mail rates would have cost me just 87p. That’s a 212% additional cost for being forced to use the ridiculous new system.
