What is the 'Your cost' amount in a buyer offer.

 Hi, I have received this Buyer's offer:

£13.00
incl. £0.92 Buyer Protection fee
You'll receive:
£12.08
Buy It Now:
£15.50
 
I'm happy to receive £12.08 for the item. But what is the next line about, which says that there is $3 cost to me?
 
Your cost:
US $3.00
 
Is this taken out of the £12.08 price the buyer is offering? Is it a fee eBay will charge to me?

This is the second post I have seen that has an odd $ cost on the order details.  This now looks like a glitch but you will need to check with ebay CS.
