As a seller, selling quite a lot of Brand new items, you should know the answer.

Buyer opens a not as described case, you provide a return label and on return refund in full.

Selling new items means you should be registered correctly, and have a proper return policy giving buyers their legal rights.

Any buyer buying new should be entitled to return for any reason for a refund, by ebays rules for change of mind returns, buyer pay the return postage, for not as described seller pays.

It sounds like it's more down to how bright it looks in the photos compared to how it actually displays. It's fibre optic so the brightness won't change suddenly unless the light source itself is changed. Does it have a replaceable bulb inside it or is it an LED? If the bulb is replaced then it'll be as bright as the new bulb. If it's an LED then they do dim over time but it's gradual not sudden.

If the buyer claims it's not as described then all you can do is provide a label and refund on return.
