eBay would not be asking you for your bank balance so you've a right to be suspicious.
Did you click on any links? Hopefully you didn't. I would advise to delete and ignore that message.
Your bank details are required to be given to eBay as part of their Managed Payments so that you can start selling and receiving payouts from those sales, but they need to be registered the correct way, see here....
You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.

If there is an issue with the registration contact eBay Customer Services, who have full access to your account, and can see where the issue lies and explain the steps you now need to take.

I strongly recommend contacting CS 8 a.m. on a weekday when the lines open for ' live agents' as then, there's more chance of Dublin answering.
