I put an item up for sale which had 2 stipulations in the description.. 1 was that the buyers account must not be new and have at at least a rating of 25 and the 2nd was that no forward shipping addresses as I would only sell to a UK account.
The buyer of my time has only a rating of 2 and is based in China, the posting address Is a freight forwarder.
What do i do in this situation?

How would you feel when you were a new ebayer if no one let you buy.
You can of course cancel their bids, but expect bad feedback.

You sell it to this buyer!
You cannot stipulate buyer's only allowed with a feedback rating of 25! Remember when you started that was 0 and a brand new account, if you saw an item you were wishing to buy and saw that how would you feel?
Forwarding companies? When I was selling I sold to many, all successful. Here your responsibility ends with tracking showing delivery to the UK forwarding address, the address eBay provide for the order and no further .

Forwarding companies are not an issue.
Anyway, until buyer pays you won't know their delivery address.

If eBay send you the address to post the item to, and it's a forwarding company in the UK, please worry not, as I said in my post , your responsibility ends when it reaches that UK address, if it's lost on it's onward journey, then it's not your responsibility for any refund.
Nothing to worry about, sell the item fully tracked to this buyer, to that UK forwarding company.

Buyers are responsible for import duty. You are the seller, exporter, so not your problem. Import duty is usually collected before delivery to buyer. In the UK Royal Mail for example will advise you of amount to be psid, then they will deliver.
Even with the USA tariffs which have to be paid in advance, it is still the buyer who pays.
As already said tracked delivery to the forwarding agent protects you against any claim of not received, BUT not against NOT AS DESCRIBED claims.
You do not say the value of the sale, but in future if you do not want to post to buyers outside the UK, block buyers from all all Countries Worldwide.
I see your listings say UK only, but the countries blocked are only the few which ebay automatically blocks, but that does not stop buyers in any other Country bidding/buying, but they cannot pay without postage being quoted.

Nope, you're not responsible for custom fees, buyer pays those. You are posting to the address eBay provide, which is a UK address.
