I bought two radiator fans for my car from a seller in May which have since become faulty, I've only used them twice for testing purposes as the car is in the garage and is still being put together. The fans have both started squealing and the bearings sound like they are on their way out. I have contacted the seller and they have asked for a video of the issue, which I can't send to them over the eBay messaging platform as it only allows photos. I have tried multiple times to get them to help, to which they reply the same response such as "what's wrong with it" and "send me a video". I have explained numerous times what the issue is and that I can't send a video but they just keep replying the same thing.

The purchase date was out of the eBay money back guarantee timeframe but the listing states that the items have a 1 year guarantee. I've tried contacting eBay help but they have just told me to contact the seller and if that doesn't work to go to Citizens advice. I don't see how this is helpful.

How can I get hold of eBay

You cannot report this to eBay as they do not offer warranties or guarantees on items, just that they are just as described on receipt.  If they are not,  a buyer has 30 days under eBay's 30 day MBG,  Money Back Guarantee policy,  to return the item for a full refund.

If you bought this from a Private seller you are too late to claim a refund.  You can also try your payment provider for help with your refund.

If purchased from a registered UK business, who offered a guarantee and is now not upholding this,  then turn to Citizens Advice for your next steps,  if you wish to take this further
