Would help us to know the item you are trying to list.

Some items are restricted and cannot be sold on Private accounts,  looks like yours is on that list and you cannot list it for sale on eBay.

URLO stands for in eBay speak User Rules and Listing Obligations. What ever it is that you have ebay don't like it.
