I want to send a buyer an invoice with combined postage cost for 4 items.
I went into my account and edited allow invoice requests before I listed the items, this should allow buyers to send a request for total from the seller.
The guide then tells you to go into the orders page select the items you want to combine, add the postage cost and then send invoice.
So I select all 4 items after the buyer has requested a total, press the send invoice on one of the items and all I get is a message about not being able to send an invoice when Ebay controls part or all of the postage cost.
The AI assistant keeps going around in circles with the same answers that are not helpful, when you read the guide it tells you click the edit button next to combine postage this does not show on the page I see when I click the hyperlink.
Can anyone help

One of the problems with ebay is they don't get rid of outdated info. With Simple Delivery, in theory, the items have to be bought in one transaction at checkout to receive a single postage label for the items to be combined. But people are still having problems with this.
It's best to cancel/refund the transaction with buyer's agrement and relist in one listing with one postage for the buyer to buy again.
An alternative would be to send them together anyway and try to change the tracking at View Order Details > Postage > Track Package > dropdown arrow. That has to be done on a desktop browser but another thing that is not always possible. Otherwise some of the items won't be tracked. You would still receive payment for any untracked items after 14 days but you risk the buyer claiming non-receipt. Unlikely but possible.
If you can't add the tracking number you should generate the unused labels to mark the items as dispatched. Afterwards if you paid for the extra postage labels you can cancel them here:

If the buyer paid for them they will be refunded automatically in 30 days.

One more question about this, would it be easier to list items with free postage to combine postage?

I don't know if that would help. I suspect it would be the same but I haven't tried it.
