Tech issues on best offer as frame is too low now for me to be able to continue or submit.

Frame re Best Offer is now too low for me to gain access to continue or of course submit.  In the past and recently I have submitted several Best Offers successfully but since a week ago I cannot do this.  I have tried different sellers but it makes no difference.  It is all the same and even today continue button is hidden as the frame is just too low now.  It is impossible to contact Ebay to discuss this problem.  Contacted a seller re this problem and he said he would alter the listing to match my offer.  However he was not able to do this so he has lost a sell.  Do not need standard answers coming up as none of them have anything to do with my issue.  They just state how to use Best Offer but I know how to do this but IT NO LONGER WORKS.  Nightmare and such a waste of my time.

If you're using a PC, it's probably because you have altered the defult "scale" for text, apps etc. 

Most apps automatically adjust to this, but some don't. Like you, I sometimes find that a frame is too big and even the resizing points are outside the screen.

To remedy this all you have to do is click anywhere in the desktop, go to display settings and temporarily change them to see the whole frame. It's easy to restore the original, but can sometimes mess with the position of the screen icons.

Failing this, you might have to adjust the screen resolution, but hopefully not.
