Still no refund

I was due a refund 7 working days ago and still nothing. 
I have also been scammed and they are doing nothing 
hos do  I contact eBay directly?

You need to explain why you were due a refund in the first place.

 

What have you done already?

 

How have you been scammed as most probably it is you not following correct procedure, have you never read the money back guarantee. Buyers only get scammed if they do nothing.

Have eBay actually messaged you that a refund is being made to you?

 

Once eBay notify you the refund is made,  being processed,  then it's not instantly returned to you,  and does go back to original payment source. There's sometimes a statement, refund in 3 - 5 (7) days,  this is inaccurate.

 

If you paid with PayPal it goes back to your PayPal account fairly swiftly.

 

Paying with a debit / bank card?  Can take up to 12 days to appear back in your bank account.

 

Credit card payment?  This takes the longest,  up to 30 days to appear back in the card account used.

Still no refund

I was sent 2 items . EBay made a decision to refund me and I have not received it after 7 working days.

Other problem: I ordered a book and it clearly states if is a brand new book. I received a pdf instead . The seller is refusing to give me a refund unless I leave a good review. Their reviews are awful.

For your second case, listen to no more of the seller's pleas, and you certainly do not have to leave any positive feedback.  If the listing clearly stated this was a ' physical' book and you received  a pdf, then follow this process now:

 

Go right of the item in your Purchase History and from More Actions select Return this item.  Select the reason Item Not as Described >>  Does Not Match Description or Photos.  The seller needs to either refund you in 3 days,  or issue a pre paid return label for the return of their item.  Once the item is received,  they have 48 hours to refund you.

 

If this doesn't happen,  you need to escalate to eBay,  eBay step in and force the refund.

 

Listen to no excuses or promises from the seller to close the case early,  and do not forget to escalate.

You were advised to open a return case for the pdf/book.

The response you have posted from Ebay shows you have reported the item.

That is not the same thing and is not what you were advised to do.

You say you received 2 items and Ebay decided to refund you.

Why did they decide to refund you?
Usually, refunds come from the seller. not Ebay.

If you have an issue with a purchase, you don't report listing.

You open ebay case for not as described, escalate on day 4 if not resolved.

Then, if you have not received a label to return the item, you go back to the open case and ask Ebay to step in, via the case.
