It means that the buyer has either said they haven't got their item or it arrived damaged. You get seller protection for these claims and ebay should cover the refund.

ok , but the item hasn't been delivered yet? so why cant the buyer not contact the seller and complain that way ," the usual way", so they are taking over control

This rather odd message many receive and are puzzled, but the buyer has not contacted eBay.
It seems eBay send this message out, when Any message between seller and buyer is sent, when using Simple Delivery.
As said it's odd, and perhaps me thinks, it needs a little rethink on the wording of the message ? 🤗

Sellers have no responsibility for late or not delivered items when they use Simple Delivery so why would they want 'control'?

Yep, that's correct as in my post above , if you send or receive a message from a buyer when using Simple Delivery, you receive an automatic message from eBay, that the buyer has reached out ' about their order', wrongly implying they have done so, with a query!
In my humble opinion, it needs a rewrite or not be sent at all ! 🤔

Yep, I think we can all agree that some ( all? 🤔 ) eBay messages may not be the clearest in portraying what they wish to convey, but this one takes Number 1 spot , for being the most confusing and perplexing of them all! 🏆
