I recently bought two belts, one black, one brown which I expected to be the same as the ones shown in the photographs, however as well as one being faulty both are identical to a cheaper item being sold by the same seller! I have had zero comms from the seller since raising the case and I am not encouraged to believe that even they are what they say they are because they have Made For England embossed into them!
Both items were sent together in a sealed plastic mailer but eBay are implying in their return instructions the item(s) should be boxed and presumably sent back separately as they have given me two QR codes but apart from the difficulty of locating two sensibly sized boxes I am guessing the seller is going to deduct the postage from my refund, any suggestions or do I just take my chances and put them both in a mailer bag like the seller?

If you used "not as described" as the reason for your return case the seller pays the return postage and it will not be deducted from your refund.
You should send back separately as instructed by ebay or you risk only getting refund for one of them.
