I have sold an item to buyer in USA, now when i go to post office in Estonia they said i got to pay USA import tax in order to ship the item.
Under some new rules Its not a buyer pay's taxes when getting package its sender pays the US taxes before sending anything.
Estonian post office asking me to pay 85 Euro total which consist of 31 (shipping cost) + 54 (USA DPPD tax and fee) otherwise they won't accept the package.
Is eBay going to reimburse me the 54 Euro US import tax or i supposed to pay taxes for US customers out of my pocket?

I think your best recourse here is to log out of this UK site, log into www.ebay.com perhaps clear cache and cookies too then ask eBay Customer Services there on the .com site, as to where you stand with these taxes.
Contact eBay Customer Services this way, through their help pages.

Actually i resolved this already buyer asked to cancel i accepted. Problem is eBay don't stress to buyers that import fees are not included in the item cost at the time of purchase and must be handles separately.
Problem for US they forcing sender to pay fees now starting August 2025.
Guess Americans were too grumpy about this and refused to pay custom fees under new law so there was too many returns and now logistical chaos so my local post office would not even accept the parcel for US unless this fees are paid by me first. In every other country this handled when person is receiving the parcel.
This page explains it in case someone run in similar situation https://export.ebay.com/en/resources/important-updates/us-tariffs/
