I’d like to sell a used but like new car seat. My listing is getting declined because used car seats are not permitted to be sold. Fair enough, but why am I seeing an abundance of the same - used seats already listed in that case?

That is correct, used car seats even if like new and hardly used, cannot be sold, as the safety implications for both seller and eBay if any accident occurred to the child when using the item doesn't bear thinking about.
I entered ' Child Car Seat' into the search bar , over 2,000 items appeared, all Brand New.
If you have found any that are used, that seller has broken eBay rules, if spotted and reported, their listing will be removed.
Only Brand new Car seats can be listed for sale on eBay.

Those listings have slipped the net. Are they listed as ' Brand new' in Condition then in description stating they are used but ' good condition' ? This is going against eBay rules, and when spotted the seller can receive selling bans. They are reportable.
There are over 7 billion listings on eBay at any one time, impossible to check each and every one so yes, some will appear.
eBay also rely on members to report listings they see which break selling regs. there is a report button half way down every listing on the right hand side.

Have those sellers been daft though and listed used car seats as new? If a private seller tries to list a used car seat there's no option for them to select 'used', only 'new'.
