If you paid to return item, there isn't any way to force seller to refund postage.

As said, unfortunately no one can make seller refund this cost.

If seller is required to pay for return (not as described) then you open a case and seller has to provide a label. If not you escalate to ebay who in many cases just refund.
If a change of mind return then buyer pays for postage. Tracked postage is needed in all cases, but this is to prove to ebay thst it has been delivered. If you do a return without involving ebay then no way to force a refund.
Unless you use the systems provided by ebay then you end up out of pocket, if you have not already left feedback, do it now.

adding to the advice already given -
if its the item you left negative feedback for, you say the seller won't pay the return costs for an item that was incorrect.
If you opened a not as described case eBay would have forced the seller to pay, if you did not open a case then, unfortunately, there's no way of getting your costs back.

Trading standards have been informed
This would be nothing to do with Trading Standards.
As previously explained, if you receive an item that isn't as described you open an eBay return and the seller must then provide you with a pre-paid returns label.
If you went outside this returns process and paid for the return yourself there's no way of forcing the seller to reimburse you for the return postage cost.
If tracking shows that the item is back with the seller they should refund your original payment though, have you received that back yet?
