I purchased A Jacket and the seller stated it was Xl, but no sleeve length or any other measurements were given. When it arrived it did not fit and requested a return for a full refund., but the seller refused to accept my refund and closed the case. Surly I am due a refund as no specific measurements were given? E bay has refused My appeal. Please advise

If you used the reason "Doesn't fit" that is classed as a change of mind return which sellers can refuse. If the problem is the sellers fault (eg. in your case if it was an obvious fault in the sizing) then you should use the reason "Not as described" which sellers cannot refuse.
You could try contacting your payment provider and see if they can help with a refund.

Private sellers are allowed (legally) to have a 'no returns' policy.
When you buy clothing online, because you can't see it, feel it or try it on, I would advise buying from a business seller or a private seller who accepts returns voluntarily.
Business sellers have to accept returns for any reason for a minimum of 14 days, although you may have to pay postage for your return.

You won't get any further with this with eBay, so may want to consider listing the jacket yourself with measurements (I always add photos with a ruler resting on the garment laid flat so that buyers can see the exact measurements, but in the absence of any it's best to ask the seller for some before going ahead and buying).
