I bought an electric scooter of eBay and got the confirmation email saying it's all gone through and now about a day later he's trying to get me to pay £30 or £25 for different shipping although I've paid for the product already can they do this?

No, it's against ebay rules for sellers to charge more than listed postage. There are lots of problems with postage at the moment since ebay introduced a new system but that's not your fault.
eBay cannot force the seller to sell to you and if they won't budge tell them to cancel the transaction so you can buy elsewhere.

Are you sure you have not been scammed. I would have thought you should only pay after inspection, as the chances are it may not even exist.
