A seller sent me the wrong item. They accepted a return but failed to provide a returns label. Looking that their feedback its seems they've done it several times before. Tried to contact ebay but their automated service is useless, it just says "seller will send you a label" - there's no way to tell ebay they haven't done this.

Have you opened a case for item not as described.....Item Does Not Match Description or Photos?
Then, it's all automated, you do not have to contact eBay Customer Services, or the seller.
It gives the seller 3 full days to either refund you without the need to send the item back, or to send you a pre paid label.
If that time lapses and neither happens, you escalate the case, eBay step in, and force the refund.
Not all sellers want their items back, so do not send any label, but they must refund, if not, you must escalate the case.

You open a NOT AS DESCRIBED CASE, seller provides return label, if not you escalate the case to ebay who will deal with problem, and seller gets a defect as well.
