You need to open a relevant case on ebay. If you have received an item that was not described correctly use the return link on here:

If an item has not arrived check the estimated delivery date on the listing and if that has passed select "Report an item you didn't receive" on here:

and escalate it 3 complete working days later to get a full refund.

That's not going to happen. You have to follow the process already explained to you.
If the item has not been sent yet you can request a cancellation but that won't be immediate either.

If it is neither of those you can ask a seller to cancel a transaction but you won't get the money back today.
