Return of faulty item

I have a faulty electrical item that I purchased last month that I would like to return for a refund. 

The seller has declined the return and closed the case. The Ebay system tells me I cannot appeal because the case is closed.

How do I get to speak to a human to get this resolved.

Help appreciated.
