so I bought an item that was faulty and sent it back but paid £5 postage and I only received the money back for the item not the postage. I’ve been contacting customer service for over a week about the fact I cannot set up a new PayPal account to receive the postage of £5 it declines every time I try and all customer service do is tell me to set one up. I paid with a card surely it should go back to my card but they are refusing to pay it. How do I go higher to complain about this stupid ridiculous system .Do they tell you to set up a Barclays account when you take something back to a shop? No

One thing you do not mention, in fact the most important, is Did you open a return case for not as described.
Seller provides a return label and on return makes a full refund.
If you did not open a case then ebay does not get involved, which might explain the rather weird advice they have given.
As you say refunds made properly go back to source, you say card! Depending on what sort of card, Credit Card, money goes back to card, Debit Card money goes back to Bank Account, not the card, and from what you say Paypal are not involved in any way.

Customer Services have given you wrong advice, which unfortunately is not unusual.
You do not have to open a PayPal account, and they cannot block you from reaching out to Customer Services.
You took the wrong route of not opening a case, and returned the item outside a case which invalidates a full refund, it cannot be enforced doing it that way.
