There have been a few other threads reporting around about similar issues. IS there more than 6 months left on the card before expiry? and are you sure its a credit card you are trying to use?
I don't know if its related or something the card companies are doing but a friend of mine had a similar issue on another platform yesterday (not ebay) trying to get themselves approved for bidding.
