It would help to give us some more details about why you are refunding.
If the seller has a No Returns on their listing, and you wish to return the item for the reason Does Not Fit, or Do Not like, then here, they can refuse a return / refund request.
If you receive an item not as described, broken, faulty or totally different from that in the listing, then if you claim within 30 days of the item's last estimated date for delivery the seller has no choice but to refund fully and pay for a tracked return postage, if they wish their item to be returned. This is all under eBay's 30 day MBG, Money Back Guarantee policy.
