If i bought an item from a seller, but paid off ebay, am i entitled to a refund?

It depends.

If you buy anything from a private seller, who does not accept returns, and you change your mind, you are not entitled to a refund.

If you bought from a business seller and want to return the item, and you received it less than 30 days ago, you can start a return and get a refund.

It was a part for a moped, and it wasn't suitable for me as it was broken on arrival. I sent it back as was promised a refund and have messages to prove it. He's now put it back on his ebay shop but hasn't refunded me

If you had opened a case through Ebay, you could ask Ebay to step in.

Sorry, I didn't read/understand your first post.

If you did not pay through Ebay, then there is not anything that can be done by Ebay.

It is between you and the seller.

If you didn't buy and pay for the item through eBay you do not get any protection from eBay
