Refund charges, I have been charged an extra £26.60 for refunding a buyer! Why??

I refunded a buyer the full amount for an item that was the wrong size, eBay then charged me an extra £26.60 for refunding, is this allowed or even legal???

Ebay doesn't 'charge you for doing a refund'. 

We need a lot more information to help you such as how you refunded,  the item value, did the buyer open a case, etc.
