Purchase lost in US since August

I am wondering if there is any help or advice for an order I placed in August last year from the US. 
The seller is claiming not responsibility because it was dropped at the international hub. 
I’ve opened a case which was closed without any investigation. And I now can’t open another. 
It’s not been delivered and the tracking shows this, and because of all of this the AI assistant isn’t able to pass me to a human agent to discuss further. 
stuck in a doom loop and would ideally just like a refund

You have left it far too long to claim for loss from anyone, eBay claims are for up to 30 days from estimated delivery and chargebacks usually 120 days.

For future reference open an item not received claim within 30 days of the estimated delivery date

It's far too late to ask for any refund from eBay,  they will fully refund an item not received if the buyer opens a case for this within 30 days of the item's last estimated date for delivery.  If you opened a case recently,  it would close because you are far too late.

 

I believe you're too late to claim from your payment provider too,  you can try,  most though,  offer a 120 day buyer protection policy.
