I got charged a promotion fee but I don’t even know how to promote my item, it is one of my first time selling. Who can I talk to about this?

Go onto a general listing page scroll all the way down and just above List Item with Displayed Fees you will see where you can select to Promote your items, it is optional. Promoting items gives the item more exposure, but it can be expensive.
If you do not wish to promote just make sure the slider there, is not selected to blue.
As a tip, if you promote or select an optional listing upgrade these all come with payable fees, your List Item with Displayed Fees button should show £0.00 for fees. If there is a fee there you've selected to promote or add a listing upgrade and you have time to scroll up and deselect those if you wish.

I didn’t promote it, that’s my issue haha. So I don’t know why they’ve taken it out.

As a tip, before clicking on the final List Item With Displayed Fees button, glance just above it, it should read £0.00 Listing Fee.
If there is a fee amount listed there, you have selected an upgrade, and if you wish, it gives you time to scroll up and remove the payable upgrade.

fees.
