I cannot access my available funds on my e bay balance, Neither by iPad or iPhone, since it changed in October! I cannot get a response from auto assist or advisor! I have tried all ways to open the balance but it will not open up at all!?

Top of most pages PAYMENTS, click and select Summary, takes you to page with blue and an arrow on the right. Click on arrow.
