Like many of you I experienced this problem. I was in a spiral of redirection and signing in countless times. After much difficulty I managed to speak to an agent. Her solution was for me to delete the ebay app from my ipad and use the browser. I did and the blue withdraw funds banner magically appeared in the browser payments page! I could then withdraw my funds.
But it is clearly a bug. You shouldn't have to delete the app to withdraw your money. The agent agreed but said, it's a way round the problem.
