Price difference at payment

I'm in UK and I've accepted an offer for an item at $55 but when I've come to pay its $66. Anyone know why please? It says taxes payable on delivery. Thanks

As it is non UK seller, you pay 20% VAT on top of sold price.

Ebay (not seller) collects it in behalf of HMRC.
