Potential scammer?

Hello everyone. I would like some advice on the following issue I am dealing with. I sold some earrings and the tracking confirms they were delivered earlier today. However, I received a message from the buyer claiming they have been "stolen" and replaced with something else. Their story seems incredibly sketchy tho. This is the message they sent me:

"Hi Seller, I’m really sorry to say that the item appears to be missing. I only received an empty jewelry bag and an envelope with my name  on it,no jewelry inside. The packaging was not proper, and it didn’t even have my full name or full address. I have no idea how something like this could happen. It’s possible that Royal Mail may have stolen or misplaced the item. Please let me know how I can upload or send you photos of what I received. I’ve never seen jewelry delivered in this way. Could you also contact Royal Mail to assist in investigating this issue?Thank you for your help. Kind regards,"

The parcel I sent was secure and inconspicuous, so there would likely be no way for the average thief to know there was jewellery inside unless they opened it randomly. It was also in a box, not an envelope. Anyway, why would they go through the trouble of writing the buyer  a letter? Surely, willingly giving evidence with your fingerprints all over it to a target would be an incredibly dumb thing for a theif to do
..

I am 99% sure the buyer is trying to pull a fast one, but I have never delt with this kind of thing before so I am wondering what is the best way to proceed with this. Appreciate any assistance, thank you!

Potential scammer?

There have been quite a lot of instances of items being stolen in transit recently so the buyer may be telling the truth.    Ask her to open an "Item damaged" return (a "not received" case won't work because she received the packaging).

Jewellery may not be covered by ebay but generally with Simple Delivery ebay refund the buyer and seller keeps payment for loss or damage in transit.   Item (or in your case, the packaging) does not have to be returned.
