Postage label

I need a postage label but its giving me an error message when trying to view it. The seller said rhey received a refund for it but now i am unable to see rhe barcode for the label or the buyers address. This was for a pre order item

Postage labels are only valid for 14 calendar days from the date they're purchased.     Try going to My eBay > Selling > Sold or Seller Hub.   Click on Order Details for the transaction and select the option to Buy Postage Label.

If that doesn't work cancel/refund the transaction with the buyer's agreement (via the dropdown  menu arrow for the item on your orders list) and relist for them to buy and pay again.

What about if i just post it myself and supply tracking information or would that leave me at risk? I dont mind just covering the cost to save the hassle

You may not be able to change the tracking.  You can message your buyer with the tracking details, and if necessary you would be able to add the new number to an "Item not received" case if one was opened.   Payment may be held for 14 days.    As a new seller it may be held for 30 days but that's a seaparate issue.
