Payouts Frozen for 41 days

My payouts have been frozen for 41 days.
They are allowing me to sell but without any revenue for over a month. They wanted to verify my address and I have submitted all the information. The last request was 15 days ago and I have had no response.

Any suggestions on how to fix this. I have clocked more than 20 hours on the phone with representatives and they can't do anything as its the "back office team".

How does eBay expect me to run a business without any revenue.
I am rated a top seller and almost all of my customers are happy.

If you have tried for 20 hours with Customer Services agents little else we can recommend unless you wish to try one more time and contact CS at 8 a.m. on a weekday as there's more chance of Dublin answering. 

It's not  easy as there's no direct link, but with the link below,  if you keep asking the bot you wish to speak to an agent , you will get put through.  It takes a lot of perseverance.

Payouts can be held for long periods especially if some changes have been made to personal information.
