Why does it tak the payment automatically if you make a offer my seller wanted Cash but because he accepted the offer the payment came out of my bank is there a way to stop this

Ebay have opted sellers into this, they may not know they can opt out.

Buyers can't opt out of it. 

As you found, if offer accepted, you have now paid. 

Contact seller and arrange to view and collect.

This is a new ' feature' eBay introduced to stop the many non payments following an accepted offer.

Unfortunately,  it has its drawbacks,  no cash on collection, no change of payment method,  no click and collect,  to name but a few.

To be fair,   no seller was told of this,   and many do not know they are opted in.

Only way before making an offer in the future,  is to message the seller, ask if they can deselect that option for you to change your payment choice,  but of course  they are not obliged to do so.

The may have wanted cash,but if the listing has other payment options for buyers to pay, like pay pal, then they can't refuse the option.

Ebay made changes to offers so now they come with immediate payment required once accepted.
